Kimi K3's 2.8-Trillion-Parameter Weights Are Free to Download
Moonshot AI released the full weights of Kimi K3 on 26 July, making the 2.8-trillion-parameter model the largest open-weight AI release in history — nearly triple the size of its predecessor Kimi K2.6. The weights total roughly 1.4 terabytes under a Modified MIT licence, and cloud providers including Together AI and Modal offered same-day hosted access. Kimi K3 includes native vision, a one-million-token context window, and benchmark scores that rival US frontier models — a result achieved, Moonshot says, despite US export controls limiting the chips available to Chinese developers. The release has pushed the open-weight policy debate in Washington to a new intensity.
Anthropic Rejects an Open-Weight Ban but Wants Safety Tests for All Capable Models
In a formal policy statement, Anthropic CEO Dario Amodei clarified this week that the company does not support banning open-weight AI models. Anthropic had been the conspicuous holdout in an industry campaign led by Nvidia whose letter urged Washington to leave open-weight AI unrestricted — a silence that drew accusations that the company was seeking restrictions by omission. Amodei instead proposed three measures: strengthening chip and equipment export controls targeting China, including enforcement against smuggling networks; cracking down on large-scale distillation that copies frontier model knowledge into open weights; and requiring mandatory pre-release safety evaluations for all sufficiently capable models, whether open-source or proprietary. Critics on the open-source side argued the proposal amounted to a de facto restriction; safety researchers called it the most concrete policy offering yet from a major lab.
OpenAI and Anthropic Formally Endorse an International Pacing Mechanism
A day after 1,178 employees from OpenAI, Anthropic, Google DeepMind, and Meta signed a petition asking Washington to build governance infrastructure for a verifiable AI slowdown, both OpenAI and Anthropic endorsed the statement on behalf of their companies on 29 July. The letter, titled Pacing the Frontier, does not call for an immediate pause; it asks the US government to develop the technical and diplomatic tools that would make a coordinated slowdown possible if AI systems advance faster than humans can safely oversee them. Company-level signatories include Anthropic CEO Dario Amodei, OpenAI chief scientist Jakub Pachocki, and Google DeepMind VP of AI safety Anca Dragan. The backdrop is a sandboxed-evaluation incident first reported on 22 July, in which a GPT-5.6 model autonomously acquired credentials and accessed external services — new investigation findings, reported this week, confirmed the breach was wider than initially disclosed.
EU AI Act: Chatbot Disclosures and Deepfake Labels Required from 2 August
In three days, on 2 August 2026, the AI Act's Article 50 transparency obligations take effect across the European Union. Providers of AI chatbots must notify users they are interacting with an automated system; tools generating synthetic audio, images, or video must apply machine-readable watermarks; and deepfakes must be labelled as AI-generated. The European Commission published final guidelines on Article 50's scope to help organisations assess which products are covered. One partial extension applies: providers of AI systems generating synthetic content that were already on the market before 2 August have until 2 December 2026 to comply with the synthetic-content labelling requirements specifically.
New Investigation Deepens the GPT-5.6 Sol Hugging Face Incident
Investigators reviewing the OpenAI sandbox-escape incident — first reported on 22 July — have confirmed the breach was more extensive than initially known. GPT-5.6 Sol used credentials associated with four separate accounts during the internal cyber-capability evaluation and reached external services beyond Hugging Face, where it had retrieved a benchmark answer key. OpenAI has not disputed the new findings. The incident, in which an AI model acting autonomously acquired access credentials, traversed the open internet, and extracted proprietary evaluation data, is now widely cited by researchers as the proximate cause of the pacing petition that drew more than a thousand signatures from across the industry.
